OVERVIEWS.A. Herbst Asbestos & Lead Training, LLC, was founded in 1996 in New Berlin, Wisconsin, to provide environmental and health and safety training services. Our office is now located in Milwaukee, Wisconsin. Our professional staff has been providing health and safety services since 1984. We are committed to addressing the needs of our students and clients by providing superior health and safety training programs.US Environmental Protection Agency (USEPA) and Wisconsin Department of Health Services (DHS) regulations require that people be trained to perform asbestos related work, such as building inspections and removal of asbestos materials. SA Herbst & Associates is a DHFS certified trainer. Our training personnel have over 60 years of combined experience in asbestos work. Due to rising awareness and concern for human health and environmental safety, we must be on the forefront of helping to resolve these concerns. I.TrainingA. Asbestos Awareness and Operations/Maintenance Training According to OSHA 29 CFR 1910 Occupational Exposure to Asbestos; Final Rule, Class IV work consists of housekeeping and custodial work in contact with previously installed ACM and PACM, and the clean-up of any debris on construction sites. Class IV workers must be trained pursuant to the asbestos awareness training program. This training includes information on the health risks associated with asbestos exposure, respiratory compliance, glovebag removal techniques, and cleaning regulations. The course will also include the new housekeeping and floor maintenance revisions in 29 CFR Part 1910.1001. The course is either a 2 hour awareness training course recommended strictly for educational purposes or a 16 hour Operations and Maintenance Course. This course outlines the health affects related to asbestos, safety, removal procedures, compliance issues, regulatory review, and respirator guidelines. This course is highly recommended for any maintenance or custodial personnel who may be doing Class III asbestos work which OSHA defines as: repair and maintenance activities involving intentional disturbance or asbestos containing materials/presumed asbestos containing materials (ACM/PACM). If you or any of your workers are in contact with presumed asbestos containing materials, or have incidental contact with presumed asbestos containing materials, this class offers techniques and education on how to control these situations, and still be in compliance.Asbestos Inspector is designed for persons who will identify, quantify, and sample asbestos containing materials. Asbestos Inspection" means those activities undertaken in a school building or a public or commercial building to specifically determine the presence or location or assess the condition of friable or nonfriable ACM or previously identified or suspected ACM, whether by visual or physical examination or by collecting samples of the materials. Asbestos Inspection includes reinspections of friable or nonfriable known or assumed ACM. The course teaches health and safety, the methods for identifying suspect materials, sampling techniques, regulations and guidelines, laboratories, and recordkeeping in a 24 hour course.Asbestos Abatement Worker is designated for Class I & II workers. This course covers the basics for the removal and control of asbestos. It is a comprehensive four-day course which follows the Model Accreditation Plan as outlined by the EPA. Topics covered are personal protection equipment, health & safety, work practices, and state & federal regulations. Course includes extensive hands-on exercises. Asbestos Abatement Contractor/Supervisor is designated for Class I & II Supervisors and Competent Persons. This course is designed for contractors and supervisors who will be managing abatement projects and supervising workers. It is a comprehensive five-day course which follows the Model Accreditation Plan as outlined by the EPA. Topics include personal protective equipment, work practices, safety & health, state & federal regulations, legal & insurance considerations, and sampling procedures. Tabletop exercises include a pre-bid walkthrough utilizing specification books and blueprints. Course includes extensive hands-on exercises.The Asbestos Roofing Supervisor and Worker is designated for work on asbestos containing roofing materials only. It covers similar materials to the Abatement Worker and Supervisor courses above.The Inspector, Worker, and Contractor/Supervisor courses, along with the appropriate refreshers, are offered at least once per month at S.A. Herbst & Associates training center. These courses, along with all others, can be scheduled at other times and locations to meet your needs . B. LeadLead Awareness is a course for employees who could be exposed to lead based dust or fumes in the workplace but will not be removing or working on lead surfaces. Lead is often found in paint or dust in old buildings and in old water pipes. The purpose of this course is to educate workers and employers to protect the safety and health of all. In the 2 hour class includes where lead can be found, health effects, general worker safety and hygiene, and information sources. Lead Safe Worker teaches practices to work safely when employees are working with surfaces or materials containing lead. Construction workers can be exposed to lead dust during demolition and renovation work, including sanding, sawing, and scraping of lead painted surfaces, plus lead fumes during welding and cutting operations. The course includes a discussion of lead contamination, work practices, safety for workers and residents, cleanup, and communications. This course is required by HUD for work in target housing and is recommended for work in all other types of buildings.C. Hazardous Waste Operations (HAZWOPER) TrainingHazardous Waste Operations training is required for personnel that work with either hazardous waste or hazardous substances. The requirements for this program are included 29 CFR 1910.120 and 29 CFR 1926.65 (commonly referred to as HAZWOPER). The purpose is to make employees aware of physical and chemical hazards on the work site and the proper procedures to avoid or eliminate these hazards. Initial training is 40 hours in length over a 5 day period. Workers also need 3 days of on the job experience after the initial training. An annual 8 hour refresher is required to update employees on regulatory changes and to refresh the training program. Work site supervisors must have a separate 8 hour Hazardous Waste Site Supervisor course. D. Confined Space Entry Training SummaryThere are several steps the employer needs to take prior to conducting training. The first step is to develop a written confined space program. This includes a listing of all potential spaces. Then, the employer must decide if there is a way to complete the necessary activity without a person entering the space. If it is decided that the employee is to enter the space, the employer must be committed to doing it right. This typically involves a substantial investment. To perform a proper confined space entry and accomplish a task that previously involved no entry procedures will increase the amount of time both in production and administration. Future work scheduling activities must allow for this extra time and management expectations should be adjusted accordingly. The training requirements related to confined space entry are performance based and need to be employer specific. This means that the training must relate to the employers written confined space program. The actual length of time varies depending on the specific activities of the individuals and how long it takes to achieve proficiency at the needed competencies. Proper welding and cutting safety requires that operators be instructed and qualified to operate this equipment. Since welding work can occur within confined spaces, safety training can be discussed during this session.E. Hazard Communication ProgramsThe purpose of hazard communication is to ensure that the hazards of all chemicals produced or used are evaluated and that both employers and employees know this information. A hazard communication plan must be established to include labeling, warning signs, material safety data sheets, and employee training. S.A. Herbst & Associates will prepare a written program according to your facilities needs to help establish a safer workplace. The program will include a listing of all hazardous chemicals used in the workplace and the known hazards associated with each. Employees can be trained to recognize the hazards of chemical use along with safe handling practices.F. OSHA 10 Hour Voluntary Compliance TrainingThe employer and employees need to be informed about OSHA regulations that effect them in the workplace. A strong health and safety program can lead to increased quality of work, better production, and improved job performance by employees. The 10 hour voluntary compliance course includes an introduction to the regulations that affect general industry and how these regulations must be implemented. The sections of the code of federal regulations are explained to include the programs that are needed for the workplace. This includes items such as industrial hygiene, hazard communication, and personal protective equipment. This program gives employers and employees a strong introduction to OSHA regulations and lays a foundation for more detailed training.G. Fork Lift TrainingThe current OSHA (29 CFR 1910.178) standard requires a training program for all fork lift operators. The program must be based upon the employees prior knowledge and skills, hazards in the workplace, types of truck and lifts used, and the employees ability to handle the fork lift safely. Each forklift operator must be evaluated at least once every three years.Operating a forklift is a highly skilled job that can be dangerous if not done properly. Employees must know all about the fork lift they operate. The training program covers the design and function of the fork lift, pre-use inspection, controls and instruments, and load stability, capacity, and operator visibility. Employees are encouraged to discuss their experiences in an informal setting to provide a complete training experience.H. Fall Protection SummaryAccording to the new Fall Protection Standard for construction, 29CFR 1926.503, employers are responsible for training employees to recognize and minimize hazards. Effective fall protection training is essential to notify employees of potential hazards and provide education and equipment to prevent accidents. An effective Fall Protection Course should contain a discussion of fall protection categories, prevention, and effective use of safety equipment.A discussion of the five categories of fall protection includes fall arrest, fall prevention, restraint, positioning, suspension, and retrieval/rescue. Included are the differences between each category, which types of equipment are used for each, what are the OSHA requirements for each category, how do they relate to each type of equipment, and in depth review with visuals & handouts.The forces generated by falls and how they impact equipment selection and anchorage point requirements are then discussed. This includes an evaluation of equipment before and after a fall to demonstrate and understand Fall Clearance Requirements, a session with participants to properly don a harness and understand correct use of fall protection equipment, a review of requirements for ladder systems, and a review of inspection and maintenance requirements for all equipment used in relevant fall protection systems. Fall protection equipment may include climbing protection, vertical and horizontal lifelines, escape equipment, harnesses and lanyards, and anchorage connections. The proper selection, handling, use, and storage of equipment are discussed. Courses are designed specially for the clients needs and requirements I. Fire Protection TrainingIndustrial facilities usually have a number of flammable materials and waste from production. Fires can generally be prevented though proper handling and storage of materials. Employees must also be aware of flammable materials and conditions to reduce fire potential. Fire Protection Awareness and Training is required under Section 29CFR 1910 Subpart E and Subpart L. Subpart E covers fire prevention plans. Subpart L covers the training fire brigades, use and maintenance of fire extinguishers, fixed fire extinguishing systems, and fire detection and alarm systems. Employers with 10 or more employees must have a written fire prevention plan. The plan must include major fire hazards, handling and storage procedures, ignition sources and controls, the types of fire protection equipment, and names or job titles of personnel responsible for maintenance of equipment or systems that prevent or control ignition of fires and control of fuel sources. Employees must be advised of the fire hazards of the materials and processes to which they are exposed. When employers and employees are made aware of the fire potential existing within a facility, they can develop fire prevention procedures. This occurs through proper training of employees at all levels. Materials, waste, and processes are reviewed to identify all fire sources. Ways to prevent ignition are discussed to eliminate fire sources. Periodic updates are important as process or materials changes and as employees change operations.J. Aerial Platform SafetyAerial platforms are used for various types of repair and remodeling jobs where mobility is needed and ladders cannot be used. The platforms are usually mounted on vehicles and can be dangerous if not properly used. Section 29 CFR 1910.67 requires that only trained personnel be allowed to operate aerial lift equipment. The safety training approach is similar to the use of other types of vehicles. A training class is presented with a hands on session to review the aerial platform construction and operational instructions. Potential safety hazards with operating the platforms within the work environment are also covered. A short written test and operator evaluation are included so that all personnel can learn proper and safe equipment operation.K. USEPA 40 CFR Part 265, Subpart D, Contingency PlanOwners and operators of hazardous waste facilities must have a contingency plan to minimize hazards to human and environmental health from accidents or unplanned release of hazardous substances or waste. J. Train the TrainerA course for individuals that want to become trainers or improve their training skills. The course covers subjects such as principles of adult learning, learning objectives, effective organization of material, preparation to deliver a training session, and teaching others a skill. K.Lockout/TagoutThe OSHA Standard 1910.147, The Control of Hazardous Energy, (lockout/tagout) helps safeguard employees from the unexpected startup of machines and equipment or release of hazardous energy while performing repairs, service or maintenance. The Lockout/Tagout Standard identifies the practices and procedures necessary to shut down and lockout or tagout machines and equipment. It requires that a written hazardous energy program be implemented and describes safe work practices, establishes formal lockout/tagout procedures, trains all employees in the program, and enforces the use of the procedures through periodic inspections (including disciplinary action for failure to follow them). SA Herbst provides the training for you to comply with this OSHA regulation.

Asbestos Awareness 2 Hour $50.00Class IV work consists of maintenance and custodial workers in contact with previously installed asbestos containing material and presumed asbestos containing material, and small clean up of any debris on construction sites per OSHA regulations. Class IV workers must be trained pursuant to the asbestos awareness program. This training includes information on asbestos containing materials, health risks associated with asbestos exposure, damage assessment, and for OSHA compliance a summary of personal protective equipment and cleanup techniques. This class also complies with the EPA regulation Asbestos Hazard Emergency Response Act (AHERA) for asbestos work in schools.Asbestos AHERA Designated Person 8 Hour $150.00EPA requires schools to appoint an Asbestos Manager, called the AHERA Designated Person to be responsible for a number of asbestos-related activities, including the implementation of the plan for managing asbestos containing building materials (ACBM) in school buildings and compliance with the federal asbestos regulations. It is a comprehensive one-day course which follows the Model Accreditation Plan as outlined by the EPA. Course topics include health effects of asbestos, detection/identification/assessment of asbestos containing materials, options for controlling asbestos containing building materials, asbestos management programs and asbestos & related safety regulations. This course is designed to help the designated person understand his/her responsibilities and comply with the federal asbestos requirements.Asbestos Exterior Worker 8 Hour $200.00This course teaches how to remove asbestos containing exterior building materials. It is a comprehensive one-day course which follows the Model Accreditation Plan as outlined by the EPA. Course topics include information on asbestos containing materials, health & safety, work practices for removal of asbestos material on the building exterior, clean up, waste handling & disposal and asbestos & related safety regulations.Asbestos Exterior Supervisor 16 Hour $400.00This course teaches how to supervise removal of non friable asbestos materials on the exterior of buildings, such as roofing and siding. It is a comprehensive two-day course which follows the Model Accreditation Plan as outlined by the EPA. Course topics include information on asbestos containing materials, health & safety, how to set up and remove non friable asbestos containing exterior building materials, clean up, project supervision, bulk material & air sampling methods, waste handling & disposal and asbestos & related safety regulations.Operations & Maintenance 16 Hour $300.00This training course is recommended strictly for educational purposes. It is a comprehensive two-day course which follows the Model Accreditation Plan as outlined by the EPA. This course outlines the health affects related to asbestos, safety, removal procedures, compliance issues, regulatory review and respirator guidelines. This course is highly recommended for any maintenance or custodial personnel who may be doing Class III Asbestos Work.Asbestos Inspector Initial 24 Hours $525.00This course was developed to provide guidance and assistance for those individuals who will conduct building inspections for the presence of asbestos containing materials. Course topics include health effects associated with lead exposure, regulations, working safely with lead containing materials and record keeping.
